The week in offshore development
India's IT services buyers are hiring again, at least at the top of the pyramid. Staffing firm Xpheno puts active demand for September at about 57,000 roles, the strongest in 18 months, with mid-senior and senior positions taking the bulk of it, while the software products segment sits at 19,000 openings and is down 17% month on month. Read that against where the year started: Xpheno had tech hiring down 24% year on year in January and roughly 60% below the early-2022 peak. So this is pent-up demand releasing, not a new cycle, and it is concentrated in experienced engineers. If you sell staff augmentation, your junior bench is still the hard part to move. The bigger structural story is the US visa bill. DHS published a proposed rule on 25 August adding a $103,265 fee on every H-1B cap-subject petition, payable at filing, including advanced-degree exemption cases, kept deliberately separate from existing fees. It is still only a proposal, with public comments open until 24 September, and it follows the earlier $100,000 charge that a federal court struck down on 8 June and the First Circuit refused to reinstate on 24 July. Expect litigation again. Expect, too, that any buyer modelling onsite-heavy delivery is quietly re-pricing toward offshore pods and GCCs, because a six-figure per-head filing cost makes the arbitrage argument for you. Elsewhere, the Philippines has already marked its own numbers down: IBPAP's revised roadmap has a downside case of $43.3 billion in revenue and 1.85 million workers by 2028, against a best case of $50.5 billion and 2.14 million, citing AI adoption and competition. That is the clearest official admission yet that headcount-linked pricing is the exposed model, not offshore delivery itself.
